ABOUT THE ROLE
The Texas Senior HSE Specialist is the dedicated, on-the-ground EHS professional embedded at FluidStack's data center campuses in the Lubbock region. This role is built for someone with the technical foundation, construction instincts, and drive to take on increasing responsibility over time — for the right person, there is a natural path toward a broader regional role as FluidStack's Texas portfolio scales from construction into full continuous operations. Initially focused on managing a large subcontractor workforce across active construction, this role will transition over time into engineering operations oversight. You will work closely with the Regional HSE Manager and interface daily with GC site teams, trades supervisors, and commissioning personnel.
RESPONSIBILITIES
On-Site EHS Execution
- Serve as the daily, on-site EHS presence at FluidStack's Texas data center campuses during construction and early operations phases.
- Conduct daily site walks, hazard identification, and safety observations; document and track findings to closure.
- Lead pre-task planning reviews, tailgate talks, and daily safety briefings with GC supervisors and subcontractor crews.
- Manage the site-level permit-to-work system including LOTO, confined space, hot work, and energized electrical work permits.
Subcontractor & Trades Management
- Manage EHS compliance and performance across a large, multi-trade subcontractor workforce during the construction phase — this is the primary responsibility on day one.
- Build working relationships with trades foremen, crew leads, and subcontractor safety reps; influence safe behavior at the worker level, not just the supervisor level.
- Review and enforce subcontractor site-specific safety plans, JHAs, and toolbox talk documentation.
- Conduct crew-level safety orientations and trade-specific pre-task planning sessions.
- Track subcontractor safety performance; escalate non-compliance to GC leadership and Regional HSE Manager.
GC Interface & Accountability
- Function as FluidStack's daily EHS contact for GC safety supervisors and subcontractor safety leads on Texas sites.
- Review and provide feedback on GC daily safety reports, JHAs, and toolbox talk records.
- Participate in weekly safety coordination meetings; track open action items to closure.
- Support GC onboarding to ensure alignment with FluidStack's site-specific EHS requirements from mobilization through commissioning.
Transition to Engineering Operations
- As construction phases complete and sites transition to continuous data center operations, shift EHS focus to operational safety programs — energized electrical work, LOTO, arc flash, cooling systems, and critical infrastructure safety.
- Develop and own operational EHS procedures for FluidStack Texas facilities, partnering with engineering and operations teams.
- Support commissioning and energization activities with appropriate safety oversight and permit-to-work management.
- Build the foundation of an ongoing continuous operations EHS program for the Texas region.
Incident & Emergency Management
- Lead first-response coordination and initial incident investigation for all recordable events on Texas sites.
- Maintain incident documentation, complete OSHA 300 log entries, and coordinate with RSM on regulatory notification requirements.
- Conduct and document thorough root cause analyses; develop and track corrective action plans to closure.
- Maintain site emergency response plans and coordinate emergency drills with GC and FluidStack operations teams.
Environmental Compliance
- Oversee site environmental compliance including SWPPP inspection and documentation, spill response, and waste management.
- Maintain environmental permits and regulatory correspondence relevant to Texas site operations.
- Coordinate environmental sampling, reporting, and agency interactions under direction of Regional HSE Manager.
Reporting & Documentation
- Maintain accurate and current safety documentation for all Texas sites including inspection logs, training records, and permit files.
- Provide weekly EHS status reports to the Regional HSE Manager.
- Support preparation of EHS performance dashboards and leadership briefings.
BASIC QUALIFICATIONS
