ABOUT THE ROLE The Regional HSE Manager is Fluidstack's primary in-house EHS leader across a growing multi-state portfolio of data center construction and commissioning sites — currently including Indiana and New York (Barker, currently in commissioning). This role demands deep environmental compliance expertise, strong stakeholder management across construction and pre-construction teams, and a first-principles approach to integrating AI tools into daily EHS workflows. You will own the EHS program on the ground, serve as the internal subject matter expert, and be the principal interface between Fluidstack and its general contractor (GC) safety teams. This is a high-impact, high-visibility role with direct influence on how Fluidstack builds its safety culture at scale. RESPONSIBILITIES Program Ownership & Oversight - Own and continuously improve Fluidstack's EHS standards, specifications, and program documentation across all active sites. - Conduct regular site audits, inspections, and EHS performance reviews at construction and operational campuses. - Track and report leading and lagging safety indicators to the Director of EHS and executive stakeholders. - Manage incident investigations, root cause analysis, and corrective action follow-through.   GC & Contractor Management - Serve as Fluidstack's primary EHS point of contact for general contractors and subcontractors on all regional sites. - Review and approve GC site-specific safety plans, JHAs, and emergency response plans prior to mobilization. - Enforce Fluidstack's EHS contractual requirements and hold GCs accountable to performance metrics. - Facilitate pre-construction EHS kick-off meetings and ongoing safety stand-downs as required.   Environmental Compliance & Permitting - Lead all environmental compliance programs across active sites including air emissions inventory, stack testing, stormwater (SWPPP), spill prevention (SPCC), and waste management. - Own the environmental permitting process end-to-end — from pre-construction permitting strategy through permit acquisition, compliance tracking, and renewal. This is a highly important function at Fluidstack given the time and cost risk permitting delays create. - Manage relationships with EPA regional offices and state environmental agencies across multiple jurisdictions; understand differences in state-level program requirements and ensure site-level compliance with each. - Oversee air emissions compliance programs including emissions inventories, permit applications, and coordination of stack testing with third-party environmental consultants. - Serve as the primary internal advisor on environmental risk — identifying regulatory exposure early in project development to protect project schedules and budgets.   Stakeholder Management - Serve as the EHS lead across both pre-construction and active construction phases, embedding safety and environmental considerations into project planning from day one. - Partner with Construction, Pre-Construction, Development, Legal, and Operations teams to integrate EHS into site selection, permitting, procurement, and commissioning workflows. - Build and maintain strong relationships with GC project teams, regulatory agencies, and Fluidstack executive stakeholders. - Communicate EHS performance, risks, and compliance status clearly to leadership — including written reports and live briefings.   Regulatory Compliance & Risk Management - Monitor federal and state OSHA compliance across all sites; serve as the primary liaison for regulatory inquiries and inspections. - Maintain working knowledge of NFPA 70E, NFPA 72, NESC, and applicable environmental regulations relevant to data center construction and operations. - Identify and escalate emerging compliance risks; coordinate with Legal and Operations on resolution.   Training & Culture - Develop and deliver EHS training programs for Fluidstack employees, contractors, and on-site personnel.
